    TRANSCRIPT: SEQ 3: U.N. BOTSWANA DELEGATE ARCHIBALD MOGWE: "The acts of aggression on the part of the regime of Southern Rhodesia could, if they continue unchecked, could eventually engulf the whole of southern Africa, in the sort of racial conflagration which we all wish to avoid. For it is quite clear that as the war of liberation against the illegal regime intensifies, the regime will become more and more desperate and look for scapegoats. The attack against Mozambique and Botswana, and the threats against Zambia are clear manifestations of the Smith regime. We consider it necessary therefore that the Security Council should pronounce itself without any equivocation on this issue in the hope that the regime in Southern Rhodesia will desist from further acts of aggression against neighbouring states."



    SEQ 4: U.N. MAURITIAN DELEGATE RADHA RAMPHUL: "......Botswana is committed to giving refuge to all those fleeing oppression and depression in Southern Africa....in Southern Rhodesia, and that Ian Smith is determined to coerce the Botswana authorities into reversing their policy, Mr. President, the illegal minority regime is becoming more and more desperate, and is seeing enemies and enemy bases all around Southern Rhodesia. Refugee camps in Mozambique have been treated as bases for freedom fighters. Now the illegal minority regime is blindly engaged in acts of aggression against Botswana. The whole four hundred mile border between Rhodesia and Botswana has been declared, in fact, a war zone by the Rhodesian authorities."



    The Moroccan delegate, Mr. Mohammed Zaimi, said Botswana was standing "firmly and loyally with the liberation movement of Zimbabwe" despite difficulties of all sorts that this stand incurs. Botswana is determined never to give up its stand whatever the consequences, he said. The repeated aggression of Ian Smith's regime against Botswana is the consequence of that firm policy ??? based on moral and deep sense of duty, and the deep conscientiousness, of the common destiny."

    Botswana's says its territorial integrity had been violated on 36 occasions since it became independent in 1966. Incidents, Botswana said, included murder, arson, kidnapping, and the blowing up of houses. They had increased in frequency and seriousness, and were no longer directed at refugees from Rhodesia but at Botswana nationals, says the complaint.

Botswana has also called for economic help from the world body's members. It's ambassador was supported by the Mauritian and Moroccan envoys.

    SYNOPSIS: The Security Council was meeting for the first time in public with the new Soviet Chief delegate, Mr. Oleg Troyanovsky, as President. The outgoing United States delegate, Mr. William Scranton, attended the meeting as did the West German delegate Mr. Rudiger Von Wechmar. Botswana's delegate, Mr. Archibald Mogwe, delivered his complaint.
