Background: Sections of the mainly-Catholic population of Puerto Rico have expressed great indignation at pastoral letters issued recently by the island's three Roman Catholic Bishops forbidding Catholics to vote the re-election of Governor Luis Mu¤oz Marin and his Popular Democratic Party for a third consecutive term of office.

To defend himself against the Bishops' charges of "refusing to oppose birth control and sterilization; acceptance of 'common-law' marriages;and opposing religious education in the schools", Governor Mu¤oz boar boarded his specially constructed campaign bus and toured the countryside making speeches inn every village along the way.

"The day you begin to follow the political orders of the clergy", he cried, "that day you will lose your freedom." Mu¤oz pointed out that the legality of birth control was established in 1937 by the Statehood Republicans - his opponents in the forthcoming election.

In San Juan, the capital, some hundreds of silent demonstrators marched through the streets carrying black flags as symbols of opposition to the Catholic edict. A spokesman said the Bishop's letters denied them the right of "freedom of expression".

Another campaign issue will be to decide for or against becoming a State in the U.S.A., or retaining commonwealth status, which gives Puerto Rico the advantage of being part of the USA without federal taxation.
