TWENTY-FOUR HOURS LATER, THE PRIME MINISTER OF THE BRITISH EAST AFRICAN COLONY REJECTED BRITISH PROPOSALS FOR A ROYAL COMMISSION TO TEST WHETHER ALL RHODESIANS WANTED INDEPENDENCE LINKED TO THE 1961 CONSTITUTION. SOON AFTER THE DECLARATION OF THE STATE OF EMERGENCY, MR. SMITH WAS SURROUNDED BY NEWSMEN AS HE LEFT HIS OFFICE IN SALISBURY AND WAS ASKED WHETHER THIS MOVE MEANT THAT A UNILATERAL DECLARATION OF INDEPENDENCE WAS IMMINENT. MR. SMITH DENIED IT.
