    Background: Ankara, the Turkish capital, was placed under martial law as the two-day Central Treaty Organisation (CENTO) Ministerial Conference opened there on Friday (April 30) with major policy speeches by delegates of the five member countries. The speakers were U.S. Secretary of State Mr. William Rogers, later due to leave on a Middle East tour, who said that his country would be prepared to help Egypt re-open the Suez Canal; Turkish Foreign Minister Osman Olcay, who expressed hope that the Pakistan issue would be speedily resolved; Iranian Foreign Minister Ardeshire Zahedi, who said Britain should carry through its withdrawal from the Persian Gulf; Pakistani Ambassador to Turkey Iftikhar Ali, who criticised India for interferring in the East Pakistan crisis; and U.K. Foreign Secretary Sir Alec Douglas-Home, who said that Communist aggression had become more subtle in recent years -- but no less dangerous.

    Pakistan was the only member country not represented at ministerial level.
