    MR. ARTHUR PALMER: "Over Saturday and Sunday, much sound work was accomplished on both sides and telephone communications were also maintained. Today both sides have embarked on another stage of the negotiations, which I would describe as a stage of technical exchanges. That is to say, we will be having small group meetings of experts from both sides to review and clarify technicalities. This is an important stage in any series of negotiations, but it tends to be slow and in our case we expect such technical exchange meetings to continue over today and tomorrow with the principal on both sides kept closely informed. In general, I would like to repeat -- the negotiations continue to make progress, but I would like to stress that we are still building the foundations of what we hope will be a lasting agreement, and we haven't begun work yet on the walls and still less on the roof of this new structure which we are trying to create here in Beirut".



    REPORTER: "Mr Palmer, we see the end of negotiations?"



    PALMER: "No, we don't see the end yet. I've said this before, that we are ready to stay here as long as may be necessary and useful, and I believe that is also the position of....er...the Gulf States as well."
