    Background: THE UNITED STATES AMBASSADOR TO SOUTH VIETNAM GENERAL MAXWELL TAYLOR, IS NOW SETTLING BACK INTO HIS SAIGON EMBASSY WHICH WAS BOMBED LAST WEEK SHORTLY AFTER HE WENT TO WASHINGTON FOR TALKS WITH PRESIDENT JOHNSON. GENERAL TAYLOR RETURNED TO SAIGON ON MONDAY AND WAS MET AT THE AIRPORT BY A LARGE PARTY OF SOUTH VIETNAMESE AND AMERICAN PERSONNEL, INCLUDING HIS DEPUTY, MR. ALEXIS JOHNSON.

    AT AN AIRPORT PRESS CONFERENCE, GENERAL TAYLOR SAID THAT PRESIDENT JOHNSON HAD BEEN HEARTENED AND ENCOURAGED TO HEAR OF THE PROGRESS THAT THE SOUTH VIETNAMESE WERE MAKING AGAINST THE VIET CONG. HE SAID HE DID NOT THINK THAT NORTH VIETNAM WAS WILLING TO NEGOTIATE A PEACE STATEMENT.

    (PRESIDENT JOHNSON ANNOUNCED LAST NIGHT - WEDNESDAY - THAT THE UNITED STATES WAS READY FOR "UNCONDITIONAL DISCUSSIONS" AIMED AT A PEACEFUL SETTLEMENT OF THE VIETNAM CONFLICT. SPEAKING IN A NATION-WIDE TELEVISION AND RADIO BROADCAST, HE SAID THAT A PEACEFUL SETTLEMENT WAS THE ONLY PATH FOR REASONABLE MEN.
