    Background: M. Raymond Scheyven, Belgian Finance and Trade Minister for the Belgian Congo, arrived at Leopoldville by air from Brussels March 18 to confer with Belgian Governor-General Cornelis. He also held talks with the Executive Commission of six Congolese working with the Governor-General until June 30, date set for independence of the Belgian Congo.

    The Commission includes Patrice Lumumba, leader of the Congolese National Movement. M. Lumumba, a 33-year old former postal clerk, in the current election campaign, is bidding for a massive vote to make him first Prime Minister of a united Congo, independent of Belgium.

    At a press conference, March 19, M. Scheyven urged Belgians in the Congo to remain there - "to continue in the new conditions the admirable work they had undertaken in the heart of Africa".
