Background: The second session of the USSR Soviet opened in Moscow on Wednesday (18 December). The joint session of the two houses of the Soviet was attended by the state's three top officials: Alexei Kosygin, Chairman of the Council of Ministers, Leonid Breznev, First-Secretary of the Communist Party, and Nikolai Podgorny, Chairman of the Presidium of the Supreme Soviet.
Addressing the Soviet's 1517 deputies, State Planning Chief Nikolai Baibakov announced that this year's grain harvest was below the planned figure and less than last year's record crop, but that it was still the second-highest Soviet grain harvest on record. He went no to say that growth rate for industrial production were expected to be eight per cent higher this year, and that national income should grow by 6.5 per cent.
The Supreme Soviet was told by Finance Minister Vasily Garbuzov that defence allocations for 1975 will be 200 million roubles (188 million pounds sterling) less than last year. The 8.4 per cent cut is the second reduction in direct military spending in two consecutive years, and follows USSR calls for the development of world peace and debate.
Last month the USSR-United States summit laid the foundations for a new strategic arms limitation accord.
Western analysts say that the direct cut in defence spending is compensated by additional expenditure in other sections of the USSR national budget, especially in the science allocations.
