    Background: DURING A 3,000-STRONG DEMONSTRATION IN SEOUL ON TUESDAY (JANUARY 20), NORTH KOREAN PREMIER KIM IL-SUNG WAS BURNT IN EFFIGY. THE DEMONSTRATIONS WERE REPORTED TO BE NORTH KOREANS WHO HAD DEFECTED TO THE SOUTH, THEY WERE PROTESTING AGAINST THE HI-JACKING LAST MONTH OF A SOUTH KOREAN PASSENGER AIRLINER AND THE NORTH'S REFUSAL TO RETURN THE 51 PASSENGERS AND CREW IN SPITE OF REPEATED APPEALS BY NATIONAL AND INTERNATIONAL GROUPS.

    THE DEMONSTRATION BEGAN WITH A MASS SIGNING OF A PETITION FOR THE RETURN OF THE PEOPLE HELD SINCE DECEMBER 11TH WHEN THE JAPANESE-BUILT YS-11 TURBO-PROP AIRLINER BELONGING TO THE PRIVATELY-OWNED KOREAN AIRLINES (KAL) WAS HIJACKED TO THE NORTH ONLY TEN MINUTES AFTER TAKING OFF FROM KANGNUNG BOUND FOR SEOUL.

    APPEALS TO THE NORTH BY THE SOUTH KOREAN GOVERNMENT, THE JAPANESE AUTHORITIES, THE INTERNATIONAL RED CROSS, THE UNITED STATES AND THE UNITED NATIONS HAVE GONE UNHEEDED. THE NORTH INSISTS THAT THE MATTER SHOULD BE SETTLED ONLY THROUGH UNOFFICIAL TALKS DIRECTLY BETWEEN NORTH AND SOUTH KOREAN NON-GOVERNMENT NEGOTIATORS -- BUT THE SOUTH REFUSES THIS ON THE GROUND THAT IT MIGHT BE A REPETITION OF THE INCIDENT IN 1958 WHEN ANOTHER SOUTHERN PASSENGER AIRCRAFT WAS HIJACKED TO THE NORTH IN A MOVE THAT THE SOUTH FELT WAS A MEANS TO PRESSURE FOR "DE FACTO" RECOGNITION OF NORTH KOREAN'S GOVERNMENT. THESE HAVE BEEN THE ONLY TWO INCIDENTS OF HIJACKING IN KOREA.

    TWO DAYS AFTER THE HIJACKING - ON DECEMBER 13 - 250,000 PEOPLE DEMONSTRATED IN SEOUL AND LATER A GROUP OF THEM HELD ANOTHER MEETING IN THE CITIZENS HALL PLAZA AND BURNT AN EFFIGY OF PREMIER KIM IL-SUNG, JUST AS THEY DID THIS WEEK.
