Prime Minister Ian Smith says he regards the meeting as no more than a signing ceremony. However, leader of the African National Council, Bishop Muzorowa, still hasn't accepted Mr. Smith's plans for the meeting and wants a full scale conference at the site.
A conference table seating twenty-four delegates has been set up in the dining saloon of the train and other coaches will be at their disposal. The train will be shunted into position two hours before the talks are due to start.
