    Background: In Cairo, the Egyptian Higher Ministers' Council met on Saturday (23 June) to discuss the planned union of their country and Libya, due in September.

    The meeting was held on the eve of further talks between Libyan leader Muammar Gaddafi and Egyptian President Anwar Sadat in Alexandria.

    The Libyan leader arrived in Cairo unexpectedly on Friday evening and the two leaders were scheduled to travel by special train to Alexandria, where official talks will be held, on Sunday.

    Colonel Gaddafi's visit to Egypt came only six days after President Sadat had returned from Tripoli where the two men had talks. It is well ahead of a summit meeting scheduled for next month.

    The Higher Ministers' Cognell, headed by Egyptian Deputy Premier Dr. Abdul Kader Hatem, was formed last week by President Sadat to study procedures dealing with the merger of the two countries. Its Saturday meeting was its first.

    SYNOPSIS: In Cairo, the Egyptian Higher Ministers' Council held its first meeting on Saturday. The Council was formed last week by President Anwar Sadat to study procedures for the merger of his country and Libya, due to take place in September.

    The Council includes a number of cabinet ministers and is headed by the Egyptian Deputy Premier, Dr. Abdul Kater Hatem. Its first meeting was held on the eve of further talks between President Sadat and Libyan leader Colonel Maummar Gaddafi, who arrived unexpectedly in Cairo the previous evening.

    The two leaders were scheduled to go by special train to Alexandria on Sunday.

    Like those of the Higher Ministers' Council under Dr. Hatem, their talks were expected to centre around the union of the two countries. A special summit meeting is scheduled for next month.

    Meanwhile the Higher Ministers' Council will report to the two Presidents on the progress achieved and difficulties encountered in the merger negotiations.
