    Background: M. Paul-Henri Spaak the Belgian Foreign Minister arrived at Leopoldville last night (Monday) for talks with the Congolese Government on problems existing between the two countries. At the airport he was greeted by Mr. B. Mwambe, the deputy Minister of External Affairs, the Congolese Vice-Premier Mr. J. Mesangu and the Belgian ambassador to Leopoldville, Count Kerchove de Danterghem.

    M. Spaak is the first Belgian Cabinet Minister to pay an official visit to the Congo since its independence in 1960. He told reporters in Brussels before leaving that his mission would be an attempt to "relaunch the long draw-out Belgo-Congolese negotiations. Asked whether Belgium would consider military aid to the Congo, M. Spaak said that this was possible but existing problems concerning past relations must be settled first.

    M. Spaak returns home on March 22.
