    Background: The state of Queensland, in Australia, ravaged for months by drought is slowly recovering from the worst flooding in years. The drought broke late last month with torrential rains that lasted thirteen days. As the rain stopped, swollen rivers burst their banks causing widespread flooding. Now, as the waters recede, the full effects can be seen. Damage is estimated at hundreds of millions of dollars. The pastoral industry -- one of the most important in Australia -- has been devastated. Those sheep that survived the drought, drowned in the deluge. Huge tracts of grazing land in Western Queensland, around the Bollon River district, are now bereft of vegetation. Although the Queensland government has declared a state of disaster, promising generous relief, the losses to farmers in home and export markets are unlikely to be fully recovered.
