NSINGA, THE FORMER MINISTER OF JUSTICE, HAS EXCHANGED POSTS WITH M. ETIENNE TSKIESEKEDI.

    THE CEREMONIES WERE HELD IN KINSHASA TOWN HALL. GOVERNOR BANGALA OF KINSHASA PROVINCE AND DEPUTY INTERIOR MINISTER DENIS SAKOMBI WELCOMED THE NEW MINISTER TO THE TOWN HALL.

    AFTER THE CEREMONY OF PRESENTATION, DELEGATES ATTENDED A TWO-DAY CONFERENCE, DURING WHICH M. NSINGA OUTLINED THE POLICY HE WILL ENFORCE IN HIS NEW OFFICE.

    M. NSINGA SAID HE WOULD HAVE CONTROL NOT ONLY OF KINSHASA, BUT ALL THE PROVINCES, AND HE PLANNED TO INTRODUCE AN OFFICIAL UNIFORM FOR PROVINCIAL OFFICIALS. ONE IMPORTANT ITEM ON HIS FORTHCOMING ADMINISTRATIVE AGENDA, HE SAID, WOULD BE THE ORGANISATION OF A POPULATION CENSUS.

    M. NSINGA SAID HE WOULD ALSO APPOINT A GROUP OF INSPECTORS WHO WOULD BE RESPONSIBLE FOR SEEING THAT DECISIONS TAKEN BY THE NATIONAL GOVERNMENT WERE PUT INTO PRACTICE THROUGHOUT THE COUNTRY.
