    Background: The Soviet Union and the United Arab Republic exchanged documents on the first of July in Moscow bringing into force their 15-year friendship and co-operation agreement signed in Cairo last May. This is official film form Soviet Television of the ceremony.

    The agreement, originally signed by Soviet President Nikolai Podgorny and Egyptian President Anwar Sadat, provides for the strengthening of Egyptian defence capability.

    Mr. Podgorny's visit to Cairo, and the new treaty, came after a top-level political upheaval in Egypt in which Mr. Sadat dismissed several of his Ministers.

    Riad's four-day visit to Moscow came at a time when speculation was rife about a possible improvement in Soviet-Israeli relations, following the visit 6 to Israel of a Soviet journalist often viewed as a Kremlin emissary.

    Western diplomats in Moscow are reported to feel that the visit, by Mr. Victor Louis, is likely to be a trial balloon, sent up to test reaction in Israel and elsewhere.

    SYNOPSIS: Foreign Minister Mahmound Riad headed the U.A.R. delegation in Moscow on July first when documents were exchanged bringing into force a 15-year friendship and cooperation agreement signed in Cairo last May. The agreement provides for the strengthening of the Egyptian defence capability, and the training of Egyptians in the use of modern weapons.

    Foreign Minister Mr. Gromyko signed for the Soviet side, followed by Mr. Riad. The original signatories in Cairo were Soviet President Mr. Podgorny and Egyptian President Mr. Sadat.

    Mr. Podgorny's visit to Cairo, and the new treaty, came after a top-level political upheaval in Egypt in which Mr. Sadat dismissed several of his Ministers.

    On this occasion, Mr. Gromyko said the treaty would become 'a reliable political and legal base for further development of close ties between the Soviet Union and the U.A.R.'
    Mr. Riad replied that relations between the two countries would grow and develop in the future, as a result of the new agreement.
