    The second of the "Commission-to-Organise-the-party-of-the-Working--People-of-Ethiopia" (COPWE) opened in Addis Ababa on January 3. The 2,000 delegates who came to the Grand Palace represented all walks of life; from government ministers and senior military officers, to revolutionary intellectuals, workers and peasants. The opening address was given by Ethiopia's leader, Lieutenant-Colonel Mengistu Haile Mariam, who called for a complete overhaul of the country's agricultural technology in order to improve production. Chairman Mengistu described as "alarming the imbalance between the increase in population and the growth rate of primary produce. He said Ethiopia's farming methods have been developed as far as possible, and told the congress that large-scale farms using modern technology are the only way to correct the situation. Dealing with industry, Chairman Mengistu conceeded that the current level of productivity was "inadequate to satisfy even present needs" and called for capital investment to accelerate development. The Ethiopian leader is known to favour a Soviet-style political structure. During the address he spoke of the possibility of discovering oil in Ethiopia with aid from Moscow. Chairman Mengistu visited the Kremin last November (1982) where he held talks with the Soviet leadership on the development of his country and its massive debt to the Soviet bloc of more than 2,012 million dollars for arms and other supplies.
