    "I personally believe and hope that the State Department will live up to their promise. And whatever agreement we reach will be enforced. But I cannot deny the problem that we are facing. (United States) Secretary (of State, Cyrus) Vance speaks about an entity in the West Bank. He, I am sure, believes that that will be the solution for the problem, for the conflict of the Middle East, and will not really endanger Israel. But allow me to quote President (Lieutenant General Hafiz Al-) Assad of Syria, who said in an interview to the New York Times, and to the Press, not a long time ago, that the peace convention..that Syria is ready for...in the convention will not go beyond the limits of the interim aim, which says that the establishment of the an Arab national authority in the part of Palestinian land, that is to say in the West Bank (INDISTINCT), must be seen as a test in the Arab strategic process, which strives for overall liberation and for the return of Arab sovereignty over all of the Palestine land. So that's it. That's it. And we should not be blind to that. We cannot allow ourselves that...that when President Assad says that he will make peace with us only for an interim stage and that interim stage will be wen the Palestinians will get what Secretary Vance calls an "entity" in the West Bank...that would be just a step, an interim step."



    The U.S.-Israel working paper, drawn up at the beginning of this month by Mr. Dayan and Mr. Vance, calls for a three-tier conference on the Middle East, including Palestinian Arabs.

    Background: Israel's Foreign Minister Moshe Dayan has said that Israel is interested in new Middle East peace talks, but he was not sure that they would take place. Mr. Dayan told American Jewish fundraisers in Jerusalem on Sunday (16 October) that Israel would not agree to any changes in the working paper that Israel and the United States had worked out together. He was perturbed about Syria's regarding whatever agreements emerged from new peace talks merely as an interim settlement.
