    MR TOMEH: "WHAT'S AT STAKE RIGHT NOW IS NOT SIMPLY THE RELATIONS OF ISRAEL AND SYRIA, OR THE THREAT TO THE PEACE OF THE MIDDLE EAST CAUSED BY ISRAELI ATTACKS AND AGGRESSION -- BUT AS A RESULT OF A COMPLEX OF FACTORS OBTAINING IN THE WORLD TODAY THE VERY DIGNITY OF THE UNITED NATIONS, AND THE COMPETENCE AND PRESTIGE OF THE SECURITY COUNCIL TO STEM A THREAT IN ITS BUTT ARE (INAUDIBLE). WE HONESTLY AND SINCERELY BELIEVE THAT FOR OUR PART WE DID ALL THAT MUST BE DONE AND THAT NO MATTER WHAT THE COSTS, BEFORE FUTURE AGGRESSION WE CAN REMAIN NO MORE PASSIVE. IT IS NOW TO YOUR ESTEEMED COUNCIL, SIR, TO CONSIDER THIS GRAVE SITUATION AND TO PREVENT IN ITS WISDOM THE ALARMING DIMENSIONS THAT IT SHALL MOST CERTAINLY ASSUME SHOULD IT REMAIN UNCHECKED."

    MR COMAY: THE REAL ISSUE MR. PRESIDENT, IS THE BASIC ONE OF PEACE OR WAR. LAST WEEK ON THE TWENTIETH OF JULY WAS THE SEVENTEENTH ANNIVERSARY OF THE SIGNING OF THE ISRAEL-SYRIAN ARMISTICE AGREEMENT. SEVENTEEN YEARS HAS BEEN SUFFICIENT TIME FOR THE SYRIAN GOVERNMENT TO MAKE UP ITS MIND WHETHER IT REGARDS ITS WAR AGAINST ISRAEL AS CONCLUDED OR NOT. THE ARMISTICE AGREEMENT WAS DESIGNED TO PUT A FINAL AND COMPLETE END TO THE HOSTILITIES BETWEEN THE PARTIES, AND TO SERVE AS A SHORT TRANSITION STAGE TO A PERMANENT PEACE SETTLEMENT. "NO MEN OF GOOD WILL DOUBT THE NEED TO ADVANCE BEYOND THE STRAINED AND BRITTLE ARMISTICE AND TO MOVE ON TO FIRMER GROUND. NO GOVERNMENTS HAVING FRIENDLY RELATIONS WITH BOTH POLITICAL PARTIES DOUBT THAT SYRIA MUST ACCEPT THE TERRITORIAL INTEGRITY AND POLITICAL INDEPENDENCE OF ISRAEL, AND THE CHARTER REQUIRES IT TO DO, AND THAT OUTSTANDING DIFFERENCES BETWEEN THEM MUST BE DESCRIBED NOT AT THE POINT OF A GUN BUT AT THE CONFERENCE TABLE".
