    DESPITE AN ALL-OUT EFFORT BY PRIME MINISTER, MR. LEE KUAN YEW, AND OTHER MEMBERS OF THE RULING "PEOPLE'S ACTION PARTY" (P.A.P.), MR. DAVID MARSHALL, THE LEFT-WING LAWYER WHO WAS SINGAPORE'S FIRST CHIEF MINISTER, SWEPT BACK INTO POLITICS AFTER A LENGTHY ABSENCE. HE TOPPED THE POLL IN THIS KEY BY-ELECTION TO GIVE THE P.A.P. ITS SECOND BY-ELECTION DEFEAT IN RECENT MONTHS. MR. MARSHALL, 53, TEMPORARILY QUIT ACTIVE POLITICS IN 1956 AFTER FAILING TO WIN INTERNAL SELF-GOVERNMENT FOR THE COLONY.

    IN A VICTORY SPEECH AFTER HIS ELECTION, MR. MARSHALL, WAVING A BANNER -- SYMBOL OF HIS WORKERS' PARTY -- DEMANDED THE RESIGNATION OF MR. LEE KUAN YEW. HE ALSO TOLD CHEERING CROWDS: "I SHALL FIGHT FOR SINGAPORE'S COMPLETE INDEPENDENCE FROM BRITISH RULE, EITHER ALONE OR AS PART OF THE MALAYAN FEDERATION".
