    KOMATINA: "It is not, and it cannot be a rule of the majority, because, besides the stage-managed character of the elections, the instruments of real power have remained in the hands of the racist minority. The national forces of Zimbabwe have repudiated these manoeuvres and Africa has condemned them. It is therefore incumbent upon the Security Council and all the members of the international community to do the same, both in order to give assistance to the people of Zimbabwe and also fulfill their duty toward universal peace and freedom in general."

    TLOU: "The international community should refrain from recognizing the Salisbury regime. Secondly, the international community should continue to support the struggle of the people of Zimbabwe led by the Patriotic Fronts, in addition to sustaining the sanctions against the illegal regime. The Security Council should give the lead in this direction, by unanimously adopting the draft resolution before it, rejecting the results of that election. Any hesitation on the part of even one member can only encourage Smith and his collaborators to continue along the road to certain disaster."

    Background: The United Nations Security Council on Monday (30 April) voted in favour of a resolution tabled by a group of non-aligned countries condemning the Rhodesian elections. The resolution called for the International community to refuse to recognise the new government. It also asked for a continuation of mandatory sanctions against Rhodesia. The resolution was approved by twelve nations with none against - but there were three abstentions.

    SYNOPSIS: France's Permanent Representative to the United Nations Jacques Leprette said that the only legitimate power that his country recognises in Southern Rhodesia is that of the United Kingdom. Up till now, the entire international community has recognised the special responsibility of the British government with regards to her colony. He said that the British government is not now in a position to make major decisions about Rhodesia for reasons that everyone knows. This is not the time, he said, for the security council to make any decision on the Rhodesian question. For this reason, he said, France would not be associated with the resolution being considered by the Council.

    Yugoslavia's Representative Mr. Miljan Komatina supported the resolution.

    Botswana's representative Thomas Tlou also make a strong appeal for support.
