Background: THE TWO TANKERS WHICH HAVE CAUSED AN INTERNATIONAL FURORE BY CARRYING OIL APPARENTLY DESTINED FOR RHODESIA HAVE BEEN BASED AT PIRAEUS. GREECE, WHERE THEIR OWNERS ARE REPORTED TO HAVE THEIR OFFICES.

SO FAR, NEITHER THE JOANNA V, DOCKED IN BEIRA, NOR HER SISTER SHIP THE MANUELA, DOCKED IN DURBAN, HAVE MADE ANY MOVE TO DISCHARGE THEIR CARGOES. A PORTUGUESE NEWS AGENCY HAS REPORTED THAT THE MANUELA MAY TRY TO REACH BEIRA BY HUGGING THE COAST INSIDE TERRITORIAL WATERS AND THIS WOULD PREVENT INTERFERENCE BY THE BRITISH ROYAL NAVY VESSELS, ORDERED TO STOP OIL DESTINED FOR RHODESIA FROM REACHING BEIRA.

THE ATHENS AGENT FOR THE TWO SHIPS, MR. NICOS VARDINOYANNIS, HAS SAID HE WILL SUE THE BRITISH NAVY FOR THEIR INTERFERENCE WITH HIS SHIPS WHILE AT SEA. HIS BROTHER MR. GEORGE VARDINOYANNIS, WHO WAS AT ONE TIME REPORTED TO BE THE MASTER OF THE JOANNA V, IS NOW IN DURBAN, WHERE IT IS SAID THAT HE MAY TAKE OVER AS MASTER OF THE MANUELA, ALTHOUGH THIS REPORT HAS BEEN DENIED BY HIS BROTHER NICOS. AN ELDER BROTHER OF NICOS AND GEORGE, MR. PAVLOS VARDINOYANNIS, WHO IS ALSO REPORTED TO BE A DIRECTOR OF THE SHIPPING COMPANY, HAS DENIED HE HAS ANYTHING TO DO WITH THE AFFAIR.

MEANWHILE, THE JOANNA V IS NOW A SHIP WITHOUT A FLAG. HER ORIGINAL GREEK REGISTRATION WAS WITHDRAWN AND SHE OBTAINED REGISTRATION UNDER THE PANAMANIAN FLAG OF CONVENIENCE BUT THIS TOO HAS NOW BEEN WITHDRAWN. NO COUNTRY NOW HAS ANY LEGAL RESPONSIBILITY FOR THE JOANNA V AND THE SHIP BECOMES STATELESS.
