Background: In the Venezuelan capital of Caracas, a bomb planted in a square, exploded December 13, causing considerable damage to the building but no injury. It was one of several incidents which have occurred recently in outbreaks of anti-Government or anti-American feeling. The government has called the troops into the city to keep order and search buses and cars for concealed bombs or other possible sabotage. Strong measures are being taken to ensure that no incidents occur during President Kennedy's visit to the city on December 16.
