    Background: The Prime Minister of New Zealand, Mr Norman Kirk has ordered a frigate into the Pacific to protest against the testing of nuclear weapons there by France. The ??? frigate - the 15-year-old Otage - will leave on Thursday (New Zealand time).

    The Prime Minister announced its departure at a press conference shortly after the International Court in the Hague ??? inn favour of New Zealand's application in for a ??? to stop the tests.
