    Background: Prime Minister Rabin convened an extraordinary cabinet meeting early this morning in order to discuss Israel's stand on last night's Security Council decision to have a PLO representative attend the next meeting in January, when the ME situation will be discussed. PM Rabin very categorically stated the other day, that Israel would never sit at one table with the PLO. Great disappointment is felt in Israel that Council members "gave in to Syrian blackmail and extortion" to have the UNDOF mandate extended. At the end of the meeting cabinet secretary Gershon Avner gave part of the communique.
