    THE RHODESIAN GOVERNMENT IS PREPARED TO ACCEPT THE CONSTITUTIONAL PROPOSALS BY MR. WILSON WHICH FULFIL THE SIX PRINCIPLES AS A BASIS FOR A CONSTITUTION FOR AN INDEPENDENT RHODESIA. HOWEVER, THE BRITISH GOVERNMENT EXPECTATION THAT THE RHODESIAN GOVERNMENT SHOULD ABANDON THE 1965 CONSTITUTION BEFORE A NEW CONSTITUTION HAS BEEN FINALLY SECURED AND PUT TO THE TEST OF PUBLIC OPINION IS UTTERLY IRRESPONSIBLE. THE PROPOSALS ALSO ENVISAGED BY MR. WILSON UNDER THE HEADING OF A RETURN TO LEGALITY ARE REPUGNANT TO THE RHODESIAN GOVERNMENT, INVOLVING AS THEY DO, MORE....FIRSTLY, THAT CONTROL OF THE ARMED FORCES AND POLICE WILL BE INVESTED IN THE GOVERNOR, AND SECONDLY THAT THE GOVERNOR BE INVESTED WITH DISCRETION TO APPOINT MINISTERS OF THE CROWN, OF WHOM NO LESS THAN FIRE ARE TO BE PERSONS OUTSIDE THE GOVERNMENT PARTY, AND NO LESS THAN TWO OF THEM MUST BE AFRICANS...

    THE PROPOSALS WERE BROUGHT BACK TO SALISBURY BY MR. SMITH FROM TWO DAYS OF TALKS WITH THE BRITISH PRIME MINISTER, MR. HAROLD WILSON, ABOARD A BRITISH NAVAL CRUISER OFF GIBRALTAR. THE ANNOUNCEMENT OF THEIR REJECTION CAME WELL AFTER THE DEADLINE SET BY WILSON FOR THE NOTIFICATION OF THE RHODESIAN DECISION. MR. SMITH EXPLAINED HIS GOVERNMENT WAS PREPARED TO ACCEPT PROPOSALS FOR FULFILLING BRITAIN'S SIX PRINCIPLES FOR AN INDEPENDENT RHODESIA, BUT REJECTED THE PROPOSED WAY OF PUTTING A CONSTITUTIONAL SETTLEMENT INTO EFFECT.
