    The Governors of the Indian States met in New Delhi on April 9 to discuss the law and order situation in the country. The meeting, which follows renewed violence in the troubled northeastern state of Assam, was attended by President Zail Singh and Prime Minister Indira Gandhi. In Assam itself, troops kept a tight grip on parts of the state after two days of violence in which at least 12 people were killed and more than 7,000 made homeless. The Press Trust of India said the worst disturbances were in the western district of Goalpara, which borders Bangladesh and Bhutan. Gaolpara's population of over 2.2 million includes a large number of Bengali-speaking immigrants who were the main victims of violence during state elections in February. According to newspaper reports, the latest spate of violence in the district resulted in twelve villages being razed. Some of the thousands of injured and homeless took refuge at Boltie Bazar Camp in Hajo, northwest of the state capital, Gauhati. Here, the wounded received medical attention from Red Cross staff. Prime Minister Indira Gandhi, who toured Assam a week earlier, had ruled out the possibility of an inquiry into the disturbances.
