    Background: Commonwealth Secretary Mr. Arnold Smith, now touring Commonwealth capitals met the Indian Foreign Minister Mr. Swaran Singh in New Delhi. The object of Mr. Smiths tour is said to be the admission of Bangla Desh into Commonwealth. Mr. Smith also met the Indian Economic Secretary Mr. I.J. Patel. Mr. Smith is expected to stay in Delhi for two days before proceeding on his next stop.
