Background: SOME OF THE TREATIES CONCLUDED BETWEEN BRITAIN AND PORTUGAL SINCE 1353 WERE FILMED AT THE PUBLIC RECORD OFFICE IN THE DISPUTE BETWEEN PORTUGAL AND INDIA OVER PORTUGUESE GOA IF INDIA WERE TO INVADE THE TERRITORY.

AMONG THESE TREATIES IS ONE OF PERPETUAL ALLIANCE, CONCLUDED BETWEEN RICHARD II OF ENGLAND AND KING JOHN I OF PORTUGAL AT WINDSOR, MAY 9, 1386.

IN 703, PORTUGAL JOINED THE GRAND ALLIANCE OF ENGLAND, HOLLAND AND THE EMPEROR FOR THE WAR OF THE SPANISH SUCCESSION.

AN EARLIER ANGLO-PORTUGUESE TREATIES - SEVEN IN NUMBER - WERE REAFFIRMED IN 1899, SPECIFICALLY ARTICLE I OF THE TREATY OF 1642, IN WHICH CHARLES II, HIS MAJESTY OF GREAT BRITAIN, "PROMISED AND OBLIGED HIMSELF TO DEFEND AND PROTEST ALL CONQUEST OR COLONIES BELONGING TO THE CROWN OF PORTUGAL AGAINST ALL HIS ENEMIES, AS FUTURE AS PRESENT".

THE BRITISH GOVERNMENT HAS TOLD INDIA OF ITS "GRAVE CONCERN" OVER REPORTS SUGGESTING THE IMMINENCE OF HOSTILITIES AGAINST GOA, WHILE ASKING PORTUGAL TO "EXERCISE RESTRAINT AND AVOID GESTURES THAT MIGHT BE INTERPRETED AS PROVOCATIVE". ON THE ISSUE OF INVOKING AN ANGLO-PORTUGUESE TREATY, A FOREIGN OFFICE SPOKESMAN DECLARED, DEC 14: "I THINK THE QUESTION OF OUR OBLIGATIONS UNDER THE TREATY WOULD ONLY ARISE IF THERE IS AN ARMED ATTACK, AND WE CERTAINLY HOPE THAT THIS WILL NOT HAPPEN."
