    Background: ARMED POLICE YESTERDAY (MONDAY) SEALED OFF THE EMBASSY OF THE CHINESE PEOPLE'S REPUBLIC IN NEW DELHI, IN RETALIATION FOR A CHINESE SIEGE OF THE INDIAN EMBASSY IN PEKING. INDIAN DEFENCE MINISTER SWARAN SIGH TOLD PARLIAMENT THAT THE CHINESE EMBASSY WERE BEING PLACED UNDER RESTRICTIONS "ON A RECIPROCAL BASIS."
    SHORTLY AFTER THE GATES OF THE EMBASSY HAD BEEN CLOSED BY INDIAN POLICE, A CHINESE EMBASSY OFFICIAL WALKED OUT OF THE MAIN BUILDING, DOWN THE DRIVE TO THE GATEWAY AND DEMANDED TO KNOW WHO HAD CLOSED THE GATES. HE WAS IGNORED.

    HE WAS IGNORED AGAIN WHEN DEMANDED TO SPEAK TO THE OFFICER IN CHARGE.

    THE POLICE OFFICERS ARMED WITH FIXED BAYONETS, HAD CLOSED THE HUGE RED WROUGHT IRON GATES WITHOUT LOCKING THEM. ABOUT 15 POLICE BLOCKED THE ENTRANCE WHILE A SECOND LINE OF POLICE ARMED WITH STEEL-TIPPED STAVES FORMED UP A FEW FEET AWAY.

    THE CHINESE OFFICIAL SHOOK HIS FIRST IN THE AIR AND SHOUTED: "I STRONGLY PROTEST" WHEN THE POLICE OFFICERS CONTINUE TO IGNORE HIM. HE SAID:
    IN PEKING, INDIAN EMBASSY OFFICIAL HAVE BEEN TOLD NOT TO MOVE OUT OF THEIR BUILDING. THEY HAVE BEEN BESIEGED FOR THERE DAYS BY RLD GUARDS.
