    Background: SAN SALVADOR, EL SALVADOR

    The Christian Democratic Party chose former President Jose Napoleon Duarte as their presidential candidate on April 18 at a convention in San Salvador. Mr Duarte, who led the El Salvador junta until March 1982, gained twice as many votes as the other candidate, Foreign Minister Fidel Chavez Nena. A previous meeting in March had ended in failure when neither man gained a majority. At this meeting enthusiastic support was shown for Mr Duarte, who was carried out of the convention on the shoulders of his followers. The elections will probably take place in December, but a definite date has not been set. On the same day, El Salvador's Defence Minister Jose Guillermo Garcia resigned his post amid speculation that the air force had threatened to mutiny if he continued in office. According to military and political sources, Air Force Commander Juan Rafael Budtillo had said he would refuse to accept orders from Mr Garcia. Explaining his action to reporters, Mr Garcia said that he had handed his resignation to President Alvaro Magana last month. The ministerial change comes after months of pressure from the United States authorities and officers of the Salvadorean army critical of Mr Garcia's management of El Salvador's guerilla war. His successor, General Carlos Eugenio Vides Casanover, head of the National Guard, has been denounced for his disregard of human rights by the guerrillas on radio in El Salvador.
