    Background: INTRODUCTION: The Israeli Prime Minister, Menachem Begin, has told the United States special envoy, Philip Habib that Israel will never negotiate with the Palestine Liberation Organisation. Speaking to reporters on Tuesday (21 July), he said he had agreed however to support Mr. Habib's attempts to secure a ceasefire. He was speaking after a meeting with Mr. Habib, the second in two days.

    SYNOPSIS: Even as the meeting began, Israeli jets were continuing their attacks on targets in Lebanon. Palestinian shelling of Israeli targets was also reported. But the week of military activity was starting to have political repercussions. Ten F-16 jets destined for Israel had been withheld by the United States, and Mr. Habib had been firmly instructed to seek a ceasefire.

    During the meeting, Mr. Habib was told of Israeli support for his mission. But there would be no talks with the Palestine Liberation Organisation. Neither man agreed to answer questions about their meeting and officials refused to say what Mr. Habib would do next.
