Background: BRITISH HOME SECRETARY JAMES CALLAGHAN, ON THE SECOND DAY OF A THREE-DAY FACT-FINDING TOUR OF STRIFE-RIDDEN NORTHERN IRELAND, TODAY (THURSDAY) MET ROMAN CATHOLIC CARDINAL CONWAY AND PROTESTANT LEADER REVEREND IAN PAISLEY AT HIS BELFAST HOTEL.

CARDINAL CONWAY, WHO IS ROMAN CATHOLIC PRIMATE OF ALL IRELAND, WAS ACCOMPANIED ON HIS MORNING VISIT TO THE HOME SECRETARY BY ONE OF HIS BISHOPS, THE MOST REVEREND WILLIAM PHILBIN. THE TWO CHURCHMEN REPORTEDLY URGED MR. CALLAGHAN TO MAKE SURE THAT THERE WAS A FAST INTRODUCTION OF NEEDED REFORMS IN NORTHERN IRELAND AND STRESSED THE IMPORTANCE OF IMPARTIAL LAW ENFORCEMENT.

CARDINAL CONWAY SPOKE TO JOURNALISTS AT THE HOTEL ENTRANCE FOLLOWING HIS MEETING WITH MR. CALLAGHAN.

THE HOME SECRETARY THEN LEFT THE HOTEL FOR A QUICK VISIT WITH LIEUTENANT-GENERAL FREELAND, COMMANDER OF BRITISH TROOPS IN ULSTER WHO HAS BEEN APPOINTED DIRECTOR OF OPERATIONS, NORTHERN IRELAND, TO COVER HIS RESPONSIBILITY FOR CIVIL ORDER.

MR. CALLAGHAN THEN MET MR. PAISLEY. THE HOME SECRETARY REPORTEDLY TOLD HIM THAT HE WAS NOT USING HIS TALENTS TO CREATE CONDITIONS IN WHICH PEOPLE COULD LIVE TOGETHER PEACEABLY. HE URGED MR. PAISLEY TO CHANGE HIS PRESENTATION AND STRESS A LIVE AND LET LIVE ATTITUDE.

ACCORDING TO INFORMED SOURCES, MR. PAISLEY AGREED TO COOPERATE, BUT STRESSED THAT HE WAS A PROTESTANT AND WOULD REMAIN ONE UNTIL THE END - HIS VIEWS COULD NOT BE CHANGED.

MR. PAISLEY LEFT THE HOTEL, REFUSING TO MAKE A STATEMENT. HE SAID ONLY THAT HE SUPPOSED HIS INTERVIEW WAS THE MOST FORTHRIGHT MR. CALLAGHAN HAS HAD. THE HOME SECRETARY THEN FLEW BY HELICOPTER FOR A TOUR OF THE PREDOMINANTLY CATHOLIC BOGSIDE SECTION OF LONDONDERRY.
