    DAS: "The racist regime of South Africa, which was appointed as a mandatory power by the League of Nations in 1920, continues to rule an oppressed people long after the mandate has expired. This is a totally clear and naked violation of the mandate itself, but also a shameless defiance of the world public opinion. Not only is the South African regime going ahead with its plans to dismember Namibia by creating bantustans, thereby perpetuating its own control of this territory, but this racist regime has even tried to jeopardise Namibia's future by encouraging inter-tribal rivalries and thus aiming at destruction of the unity and territorial integrity of Namibia.

    Man's indomitable urges for freedom and equality cannot be suppressed by any power, however, mighty it may appear to be. It is this urge that puts Man on the march forward and helps history to unfold itself. The people of Namibia are also on the march, perhaps fighting the last battle against the forces of domination and exploitation. History is on their side and victory is certainly within their reach.     Background: A meeting was held in New Delhi, the Indian capital, on Tuesday (31 August) as one of the events held to celebrate "Namibia Day" in India. It had been jointly organised by the Indian Centre for Africa and the Indian Council for Cultural Relations to express the solidarity of the Indian people with the people of Namibia. Among those present was Mr. M. Moola, the chief representative of the African National Congress of South Africa, and India's Deputy Minister of External Affairs, Mr. Bipinpal Das. Mr. Das was the main speaker at the meeting.

    SYNOPSIS: He strongly attacked the South African Government.
