    Background: PRESIDENT KWAME NKRUMAH OF GHANA OPENED THE FIRST SESSION OF HIS COUNTRY'S SECOND PARLIAMENT ON TUESDAY. THE 198 MEMBERS OF THE GHANAIAN NATIONAL ASSEMBLY WERE RETURNED UNOPPOSED AT THE JUNE GENERAL ELECTIONS.

    THOUSANDS OF PEOPLE LINED THE ROUTE TO THE PARLIAMENT BUILDINGS. PRESIDENT NKRUMAH ARRIVED WEARING TRADITIONAL DRESS ACCOMPANIED BY HIS WIFE. THE PRESIDENT INSPECTED A GUARD OF HONOUR BEFORE ENTERING PARLIAMENT.

    IN HIS OPENING ADDRESS, WHICH LASTED MORE THAN TWO HOURS, PRESIDENT NKRUMAH WON ENTHUSIASTIC CHEERS FOR HIS ANNOUNCEMENT THAT COCOA WILL NOW BE SOLD STRICTLY ON A CASH BASIS AND NO LONGER ON A BARTER BASIS. THIS MEASURE, THE PRESIDENT SAID, WOULD ENSURE THE AVAILABILITY OF ADEQUATE LIQUID FUNDS TO FINANCE GHANA'S DEVELOPMENT PROGRAMMED AND EASE THE STRAIN ON THE BALANCE OF PAYMENTS POSITION. HE STRESSED THAT EXISTING TRADE AND PAYMENTS CONTRACTS WOULD BE HONOURED AS BEFORE.

    HE ANNOUNCED TOO, THAT HE HAD MADE A SPECIAL APPEAL TO OTHER AFRICAN HEAD OF STATE IN ORDER TO POSTPONE THE AFRICAN SUMMIT TALKS FROM SEPTEMBER 1ST TO OCTOBER 21ST BECAUSE THE GOVERNMENT NEEDED MORE TIME TO COMPLETE THE BUILDINGS.

    RHODESIA WOULD COME HIGH ON THE AGENDA OF THE SUMMIT TALKS, PRESIDENT NKRUMAH SAID. HE RECALLED THAT WHEN GHANA ACHIEVED INDEPENDENCE IN 1957 THERE WERE ONLY EIGHT INDEPENDENT AFRICAN STATES, BUT GHANA HAD SINCE HELPED RAISE THAT NUMBER TO 36. HE SAID GHANA WOULD HELP ALL THOSE FIGHTING TO OVERTHROW OPPRESSION AS LONG AS AFRICANS REMAINED UNDER IMPERIALISM AND WERE DOMINATED BY A MINORITY OF SETTLERS.

    GHANA BECAME A REPUBLIC WITHIN THE COMMONWEALTH IN 1960. THE FIRST PARLIAMENT MADE A MAJOR CONSTITUTIONAL CHANGE BY INTRODUCING A ONE-PARTY SYSTEM OF GOVERNMENT.

    IMPROVEMENTS HAVE RECENTLY BEEN MADE TO THE PARLIAMENT BUILDINGS, WHICH HOW HAVE BEEN INCREASED IN SIZE, HAVE IMPROVED ACOUSTICS, AND AN AIR CONDITIONING SYSTEM.
