Background: Antoine Pinay, France's Minister of Finance, on a state visit to Brazil, signed a technical-administrative treaty Oct, 7 in Rio de Janeiro, with Brazil's Foreign Minister, Horacio Lafer.
The treaty provides for the "exchange" of teachers, pupils, public and business officials - thus enabling them to visit and study in the respective countries.
Scholarships will also be granted by the two governments in connection with the treaty, drawn up to strengthen mutual technical, cultural and administrative relations.
M. Pinay, showed great interest in improving economic ties between his country and Brazil, and expressed the wish that more Brazilian coffee be imported into France.
It has been recent Government policy to sponsor visits of foreign personalities to Brazil in an effort to raise the country's cultural and economic prestige.
