    Background: THE SECOND PAN AFRICAN YOUTH CONFERENCE OPENED YESTERDAY (THURSDAY) IN THE PALAIS DES NATIONS, ALGIERS, IN THE PRESENCE OF DELEGATES NOT ONLY FROM AFRICA, BUT ALSO FROM SEVERAL EASTERN EUROPEAN COUNTRIES.

    THE AFRICAN COUNTRIES REPRESENTED INCLUDED ALGERIA, THE U.A.R., LIBYA, SENEGAL, GAMBIA, CONGO-KINSHASA, MAURITANIA, UPPER VOLTA, AND GUINEA, WITH DELEGATES FROM SEVERAL AFRICAN LIBERATION MOVEMENTS - THE M.P.L.A., FRELIMO, TAIGO, ZAPU, SWAPO AMONG OTHERS.

    THE OPENING SESSION WAS PRESIDED OVER BY M. TAYEBI LARBI, MEMBER OF THE REVOLUTIONARY COUNCIL AND THE EXECUTIVE SECRETARIAT, ASSISTED BY THE RESPECTIVE GENERAL SECRETARIES OF THE YOUTH NATIONAL LIBERATION FRONT.

    DELEGATES FROM YOUTH MOVEMENTS IN THE SOVIET UNION, BULGARIA, CUBA, KOREA, THE DEMOCRATIC REPUBLIC OF VIETNAM, EAST GERMANY, AND YUGOSLAVIA WERE ALSO PRESENT AT THE OPENING OF THE CONFERENCE.

    IN HIS OPENING SPEECH, M. LARBI STRESSED HIS CONVICTION THAT THE CONFERENCE WOULD 'TRACE AND REAFFIRM THE PROGRESSIVE ORIENTATION OF AFRICAN YOUTH, AND WOULD GIVE A NEW IMPETUS TO THE STRUGGLE AGAINST IMPERIALISM.'
    M. LARBI SPOKE FORCEFULLY IN HIS CONDEMNATION OF WHAT HE DESCRIBED AS IMPERIALISTIC REGIMES. IMPERIALISM, HE SAID, WAS THE CAUSE OF ALL THE DISTURBANCES IN THE CONGO, WAS THE ORIGIN OF THE RECENT NIGERIAN SECESSION, AND WAS THE MEANS WHEREBY THE PORTUGUESE COLONIALS WAGED THEIR 'WARS OF REPRESSION' AGAINST THE PEOPLES OF ANGOLA, OF MOZAMBIQUE, AND OF GUINEA.

    HE ADDED THAT IT WAS THE IMPERIALISM OF BRITAIN'S PRIME MINISTER, MR. HAROLD WILSON, WHICH ALLOWED RHODESIAN PREMIER IAN SMITH TO PROMOTE A REGIME BASED UPON RACIAL DISCRIMINATION. HE CONCLUDED: 'IT IS THE AMERICAN, ENGLISH, WEST GERMAN, AND OTHER IMPERIALISTS WHO HAVE HELPED THE AFRICAN RACIALISTS TO ACQUIRE THE MOST MODERN WEAPONS WITH WHICH TO MASSACRE THE PEOPLE OF AFRICA.'
