    Background: PRESIDENT CHARLES HELOU OF THE LEBANON BEGAN CONSULTATIONS IN BEIRUT YESTERDAY (MONDAY) WITH PARLIAMENTARY MR. RASHID KERAMEH, WHICH RESIGNED LAST WEDNESDAY. THE PRESIDENT ACCEPTED THE RESIGNATION BUT ASKED THAT THE GOVERNMENT REMAIN IN OFFICE UNTIL A NEW ONE WAS FORMED.

    WHEN MR. KERAMEH, THE PRIME MINISTER, FORMED HIS GOVERNMENT LAST JULY HE CHOSE A 10-MAN CABINET FROM OUTSIDE PARLIAMENT. MR. KEREMEH IS ALSO EXPECTED TO BE PRIME MINISTER OF THE NEW GOVERNMENT, BUT THERE IS STRONG PRESSURE FROM THE PARTIES FOR HIS CABINET TO BE COMPOSED OF MEMBERS OF PARLIAMENT TO REPRESENT A TRUE COALITION GOVERNMENT.

    ONE OF PRESIDENT HELOU'S VISITORS YESTERDAY, THE SPEAKER OF THE CHAMBER OF DEPUTIES, MR. SABRI HAMADEH, EXPRESSED THE WISH OF THE DEPUTIES THAT THE NEW CABINET SHOULD BE FORMED FROM AMONG THEMSELVES AND NOT MADE UP OF NON-POLITICIANS. HOWEVER, MOST OF THE PARTIES SAY THAT -- PROVIDED THE CABINET IS MADE UP OF POLITICIANS -- THEY WILL ABIDE BY THE FINAL CHOICE MADE BY PRESIDENT HELOU.
