    Background: MINISTERS OF THE SIX COMMON MARKET COUNTRIES WERE IN ANKARA ON THURSDAY TO SIGN AN AGREEMENT MAKING TURKEY AN ASSOCIATE MEMBER. THE AGREEMENT PROVIDES FOR THE GRADUAL ESTABLISHMENT OF A CUSTOMS UNION BETWEEN TURKEY AND THE COMMUNITY.

    AMONG THE MINISTERS AT THE CEREMONY WERE DR. GERHARD SCHROEDER, THE WEST GERMAN FOREIGN MINISTER, DR. JOSEPH LUNS. THE DUTCH FOREIGN MINISTER, DR. EUGENE SCHAUS, THE LUXEMBOURG FOREIGN MINISTER, AND SIGNOR EMILIO COLOMBO, THE ITALIAN MINISTER OF THE TREASURY.

    THE AGREEMENT WILL BE PUT INTO EFFECT IN THREE SEPARATE STAGES WITH THE POSSIBILITY OF EVENTUAL FULL TURKISH MEMBERSHIP OF THE COMMON MARKET.

    DURING THE FIRST FIVE-YEAR "PREPARATORY PHASE", TURKEY WILL RECEIVE FINANCIAL AID UP TO A MAXIMUM OF 175 MILLION DOLLARS FROM THE EUROPEAN INVESTMENT BANK FOR INVESTMENT SCHEMES FORMING PART OF THE TURKISH DEVELOPMENT PLAN.

    AT THE SAME TIME, THE COMMON MARKET WILL ALSO GRANT TURKEY TRADE PREFERENCE FOR ITS EXPORTS OF TOBACCO, RAISINS, DRIED FIGS AND NUTS, MAKING UP ABOUT 37 PER CENT OF TURKEY'S TOTAL EXPORTS TO THE "SIX".

    DURING THE SECOND "TRANSITIONALLY PERIOD", DUE TO LAST A FURTHER 12 YEARS, THE CUSTOMS UNION BETWEEN THE COMMUNITY AND TURKEY WILL BE GRADUALLY INTRODUCED.

    IN THE THIRD AND FINAL PHASE, THE CUSTOMS UNION WILL BE COMPLETED, AND THERE WILL BE MORE SIMPLY CLOSE CO-OPERATION OF THE COMMON MARKET AND TURKISH ECONOMIES.
