Background: POLARIS SUBMARINES TODAY PLAY A MAJOR ROLE IN THE UNITED STATES' NUCLEAR DEFENCES.THEY CARRY MISSILES WITH A DESTRUCTIVE POTENTIAL EXCEEDING THAT OF ALL BOMBS DROPPED DURING WORLD WAR II.

CRUISING THE FIRTH OF CLYDE, OFF THE WEST COAST OF SCOTLAND, TODAY (THURSDAY) WAS THE AMERICAN SUBMARINE "ETHAN ALLEN".AND ABOARD -- TOGETHER WITH 16 NUCLEAR-TIPPED POLARIS MISSILES -- WAS A VISNEWS CAMERAMAN.HE WAS WITH THE FIRST NON-AMERICAN PRESS AND TELEVISION PARTY EVER TO HAVE GONE TO SEA IN A POLARIS SUBMARINE.

FILM TAKEN DURING THE TWO-HOUR VOYAGE SHOWS LIFE IN A SUB.THE ETHAN ALLEN IS BASED WITH EIGHT OTHERS AT HOLY LOCH, SCOTLAND.THEIR COMMANDER, CAPTAIN D.BELL, EXPLAINED THE PROCEDURE BEFORE A POLARIS COULD BE FIRED IN ANGER:
"THE SUBMARINE WOULD RECEIVE FROM NORFOLK, VIRGINIA, A CODED SIGNAL FROM PRESIDENT KENNEDY WHICH MUST CORRESPOND IN EVERY WORD WITH THE ONE ALREADY HELD BY THE COMMANDING OFFICER ON BOARD.HE MUST OPEN THIS WITH AT LEAST THREE SENIOR OFFICERS PRESENT.

"THE 16 MISSILE TUBES WOULD THEN HAVE TO BE UNLOCKED, THERE BEING AN INNER FASTENING SYSTEM REQUIRING THREE KEYS.THE CAPTAIN WOULD ORDER THE ACTUAL FIRING, BUT IT COULD BE STOPPED EVEN DURING THE COUNTDOWN BY HIS PRESSING A BUTTON.

"FROM THE MOMENT OF RECEIVING A MESSAGE, 15 MINUTES WOULD ELAPSE BEFORE A MISSILE WAS FIRED."HE SAID CHANCES OF A MISSILE BEING RELEASED BY ERROR WERE NEGLIGIBLE.

THE "ETHAN ALLEN" WAS COMMISSIONED IN AUGUST, 1961, AND HAS A DISPLACEMENT OF 7,900 TONS.SHE HAS ALREADY SUCCESSFULLY TEST-FIRED SIX MISSILES DOWN THE ATLANTIC RANGE.

SHE HAS A SPEED "IN EXCESS OF 20 KNOTS" AND OBSERVERS BELIEVE SHE MAY EVEN BE ABLE TO DO 35 KNOTS.SHE CAN DIVE TO 400 FEET, A DEPTH SURPASSED BY NO OTHER SUBMARINE, AND CAN STAY SUBMERGED FOR 60 TO 90 DAYS.

THE CREW, COMMANDED BY CAPTAIN P.L.LACY, JR., CONSISTS OF 12 OFFICERS AND ABOUT 120 MEN.SHE IS EQUIPPED WITH: A POPCORN MACHINE, COKE DISPENSER, CHIPPED ICE MACHINE, ICE CREAM MAKER, AND A MALTED MILK BAR.

OXYGEN IS MANUFACTURED ON BOARD AND SMOKING IS PERMITTED.SHE IS NAMED AFTER THE CIVIL WAR HERO AND LEADER OF THE VERMONT GREEN MOUNTAIN BOYS.
