TRANSCRIPT: SEQ. 4: QUESTION: "MR MURUMBI, CAN YOU TELL US WHAT THE MISSION ACHIEVED IN WASHINGTON?"

MURUMBI: "I THINK THAT THE FIRST THING THE MISSION ACHIEVED WAS TO DISPEL THE MISUNDERSTANDING THAT EXISTED IN WASHINGTON BEFORE OUR ARRIVAL, AND, SECONDLY, WE'VE GOT THE AMERICAN GOVERNMENT NOW INTERESTED FROM THE SAME POINT OF VIEW AS OURSELVES - THAT IS TO FIND A PEACEFUL SOLUTION TO THE CONGO PROBLEM."

QUESTION: "WHAT EXACTLY DO YOU THINK THAT THE AMERICAN GOVERNMENT CAN DO TO HELP IF A CEASEFIRE IS REACHED?"

MURUMBI: "THE AMERICAN GOVERNMENT HAVE SUPPLIED PLANES TO THE CONGO CONGOLESE GOVERNMENT, THE DEMOCRATIC REPUBLIC OF THE CONGO, AND WHAT WE ARE TRYING TO ACHIEVE AS THE FIRST STEP TOWARDS RECONCILIATION IS A CEASEFIRE, AND WE'RE HOPING THAT WHEN WE COME TO THIS STAGE THE UNITED STATES GOVERNMENT WILL BE ABLE TO USE THEIR GOOD OFFICES TO GET THE CONGOLESE GOVERNMENT TO REFRAIN FROM USING THESE PLANES AGAINST THE FORCES OPERATING AGAINST THEM. SO THE CEASEFIRE HAS TO BE ON BOTH SIDES; WE CAN'T HAVE THE OPPONENTS PUTTING DOWN THEIR ARMS AND THE GOVERNMENT ATTACKING THEM. BOTH SIDES WILL HAVE TO STOP FIGHTING.

QUESTION: "DID YOU FIND, SIR THAT THERE WAS SOME MISUNDERSTANDING WHEN YOU FIRST ARRIVED IN WASHINGTON ABOUT THE OBJECTS OF YOUR MISSION?"

MURUMBI: "YES, THERE WAS A GREAT DEAL OF MISUNDERSTANDING. I THINK THAT HAS BEEN SATISFACTORILY CLEARED UP, AND I THINK THE GOVERNMENT NOW FEEL THAT WE ARE TOGETHER - THE UNITED STATES AND THE O.A.U. - HAVE THE SAME OBJECTIVES, AND WILL WORK TOGETHER TOWARDS ACHIEVING THOSE OBJECTIVES."

QUESTION: "NOW WHAT WILL BE THE NEXT STAGE OF THE AD HOC COMMISSION, WHEN DO YOU ENVISAGE A MEETING TO TAKE PLACE AGAIN?"

MURUMBI: "AS I HAVE BEEN AWARE, I DON'T KNOW WHAT PLANS HAVE BEEN MADE, BUT I THINK THE NEXT STAGE IS TO MEET IN NAIROBI AND PLAN THE NEXT STAGE, WHICH IS TO MOVE INTO THE CONGO."

QUESTION: "WILL THAT, THEN, BE AFTER THE CONFERENCE OF NON-ALIGNED STATES IN CAIRO?"

MURUMBI: "I THINK IT WILL BE, BECAUSE MOST OF THE PEOPLE WHO ARE IN THE AD HOC COMMITTEE ARE AWAY IN CAIRO AT THE MOMENT. IT'LL HAVE TO BE AFTER CAIRO."
