    Israeli's refusal to approve a full independent investigation into the massacre of hundreds of civilians in Beirut refugee camps has provoked angry reactions throughout the world. Israeli demonstrators, shocked at the extent of the killings and critical of the cabinet's handling of the crisis, massed in Jerusalem to demand an inquiry. The rally was broken up when police moved in. The reaction of the Jewish community in the United States to the massacres was virtually unprecedented, usual unqualified support for the Israeli government has been withdrawn over the issue. Donald Feldstein, a member of the American Jewish Committee, described the general feeling as one of grief, remorse and a desire to find the truth. Daniel Thurz, president of the powerful B'nai B'rith organisation criticised Mr. Begin's decision and called for an objective inquiry. Jewish author and newspaper columnist Irving Howe said American Jews felt shame over what had happened and the Israeli government must take responsibility. News of the massacre has caused widespread debate throughout the United States. In schools and colleges students have been discussing Israeli's recent moves and questioning the government's actions. In Chile the feeling of horror at the bloodshed was equally strong. A special mass was held in Santiago on September 22 to honour the victims of the massacre. PLO (Palestine Liberation Organisation) flags waved by the congregation and women in Palestinian dress left no doubt as to the extent of sympathy for those killed in the refugee camps.
