IN MY JUDGEMENT PROGRESS TOWARDS PEACE IS UNLIKELY UNLESS BOTH SIDES DEMONSTRATE A WILLINGNESS TO MOVE FROM THEIR MAXIMUM POSITIONS.

HE SAID THAT BOTH ISRAEL AND THE ARAB COUNTRIES WOULD HAVE TO MOVE FROM THEIR PRESENT POSITIONS BEFORE PEACE COULD RETURN. AND HE EXPRESSED HIS REGRET THAT ANTI-AMERICAN DEMONSTRATIONS IN AMMAN HAD FORCED HIM TO CUT OUT JORDAN FROM HIS TRIP.

    MR. SISCO ALSO STATED THAT THE UNITED STATES WAS KEENLY AWARE OF THE FRUSTRATION FELT BY THE PALESTINIAN ARAB REFUGEES AND WAS DEDICATED TO A JUST SOLUTION OF THEIR PROBLEMS. BUT HE RULED OUT DIRECT TALKS WITH PALESTINIAN LEADERS AND SAID THE U.S. DIALOGUE WITH THE ARABS AND ISRAELIS WOULD CONTINUE WITHIN THE FRAMEWORK OF ESTABLISHED GOVERNMENTS IN THE AREA.
