Transcript: Jenkins: "We effectively have been stopped in our tracks for the last two years. So that means we haven't described jobs that are fresh, we haven't introduced productivity schemes and if you can imagine all pay as a slender pyramid what's happened now is the pyramid has become squat and inside that the differentials have often disappeared and even in places say like banking and Insurance the relativity between people has gone but our problem is in manufacturing Industry particularly the supervisors now commonly can be earning less that the people in the group from which they've been promoted. That means we can't wear another Nationally administered pay policy".
