    TRANSCRIPT: WILSON: "I HAD SOME VERY LONG DISCUSSIONS WITH MR KOSYGIN... AND PART OF THE TIME JUST THE TWO OF US WITH INTERPRETERS. ABO NINE HOURS IN TOTAL, A GREAT PART OF THIS WAS ON THE SUBJECT OF VIETNAM. THERE IS NO CHANGE IN THE POSITION THEY HAVE HELD AND OF COURSE NO CHANGE IN OURS, BUT THEY HAVE EXPLAINED TO ME IN MUCH GREATER DETAIL WHAT THE PROBLEMS ARE AS THEY SEE THESE PROBLEMS, AND WHILE NOTHING HAS COME OUT OF THE MEETING IN TERMS OF EARLY ACTION TO BRING PEACE, I THINK WE UNDERSTAND THE POSITIONS VERY CLEARLY BETWEEN ONE SIDE AND THE OTHER AND I THINK THE HOPE IS TO FORMULATE OUR IDEAS ON WHERE WE GO FROM HERE."



    REPORTER: "WHEN YOU WERE TALKING ABOUT VIETNAM, DID YOU FIND THAT THE RUSSIANS WERE TAKING INTO CONSIDERATION THE ECONOMIC SITUATION HERE, DID YOU FIND THAT YOUR POSITION WAS WEAKENED BECAUSE OF THE ECONOMIC SITUATION?"



    WILSON: "NO, THAT WAS NEVER MENTIONED AT ALL. THE ONLY ECONOMIC DISCUSSIONS WE HAD AND THESE WERE VERY VALUABLE, WERE ON SUNDAY MORNING AFTER MR KOSYGIN AND I HAD TOURED THE BRITISH TRADE FAIR, WHICH CLEARLY MADE A BIG IMPRESSION ON HIM, AND WE HAD A DISCUSSION ABOUT THE PRESENT SHARPLY RISING LEVEL OF EXPORTS TO THE SOVIET UNION, AND HOPES AND PLANS FOR INCREASING THOSE EXPORTS IN THE FUTURE."



    REPORTER: "TO GO BACK TO VIETNAM, DID YOU RAISE THE QUESTION OF THE AMERICAN PRISONERS AT ALL?"



    WILSON: "I THINK YOU CAN TAKE IT THAT EVERYTHING RELEVANT TO THE VIETNAM SITUATION, IN THE GREATEST DETAIL, WAS DISCUSSED BY BOTH OF US, AND I JUST DON'T WANT TO SAY MORE ABOUT THE PARTICULAR QUESTIONS WE RAISED BECAUSE MEN'S LIVES MAY BE AT STAKE AND I DON'T WANT TO MAKE THINGS MORE DIFFICULT BY GOING TOO FAR INTO OUR DISCUSSIONS."



    REPORTER: "YOU SAID THERE'S NO CHANGE IN THE SOVIET POSITION. IS IT YOUR IMPRESSION FROM THESE DISCUSSIONS THAT THE UNITED STATES MUST NOW DO SOMETHING NEW AND DIFFERENT TO GET NEGOTIATIONS?"



    WILSON: "I CERTAINLY WOULDN'T MAKE THAT CONCLUSION. IT HAS, OF COURSE, BEEN THE VIEW ALL ALONG OF NOT ONLY THE SOVIET UNION BUT OF HANOI, WHERE THE KEY TO THESE NEGOTIATIONS LIES. HANOI HAS ALWAYS MADE CLEAR WHAT THEIR CONDITIONS ARE, AND THEIR CONDITIONS ARE OF COURSE UNACCEPTABLE TO THE UNITED STATES AND I'VE PRODUCED MANY REASONS WHY WE SHALL NOT MAKE PROGRESS UNLESS..."



    REPORTER: "IN YOUR OPINION, IS THERE SOME WAY OUT OF THIS DEADLOCK?"



    WILSON: "THERE MUST BE. EVERYONE REALISES, THIS HAS BEEN SAID BY PRESIDENT JOHNSON, AND IT'S BEEN SAID BY SOVIET LEADERS THIS WEEK, THAT THIS WILL NOT BE SETTLED BY A MILITARY MEANS, THAT WE'VE GOT TO SEE IT POLITICALLY SETTLED. WE ALL REALISE THERE'S GOT TO BE A POLITICAL SOLUTION SOMETIME. AS THE FOREIGN SECRETARY SAID IN HIS FAMOUS OXFORD TEACH-IN SPEECH LAST YEAR, IF THAT IS SO, THEN IN THE NAME OF GOD WHY NOT NOW?"
