    Background: Greece's pre-occupation with the Cyprus question is diversing the attention of her own public opinion from domestic disorders on the 'home front'.

    Yesterday, coastal shipping crews, some 20 motorships and 18 smaller craft went on strike, while the State Railway personnel announced a lock-out for today. Dozens of ships drop their anchors in Piraeus for an indefinite wait owing to the lack of charter contracts.

    The shipping troubles hit, particularly, Stavros Niarchos - the wealthy ship-owner - who has obtained permission from the Greek Mercantile Marine to use Scaramanga Bay, some five miles from Piraeus, for anchorage for ten of his tankers which suspended their voyages due to the drop in freight.

    In addition 14 other Greek freighters, faced with similar troubles, have dropped anchor indefinitely at Piraeus and Perama. And this adds up to unemployment for Greek sailors and deck workers.
