    Background: PARIS, FRANCE

Prince Sihanouk, the leader of Kampuchea's anti-Vietnamese coalition government in exile, met the French President, M. Francois Mitterrand, in Paris on April 27. At the Elysee Palace, the French leader and the Minister of external Relations, M. Claude Cheysson, made it clear that France wanted to keep ist position as a mediator in the conflict between the Khme resistance groups and the pro-Vietnamese administration in Phnom Penh. Prince Sihanouk leads a coalition of the pro-Chinese Khmer Rouge and the National Front for the Liberation of the Khmer People, as well as his own nationalist movement, Moulinaka. After the meeting, Prince Sihanouk said France did not intend to recognise the coalition government but it would use its good offices to bring about a solution between the parities in Kampuchea and the vietnamese government. France does not recognise the present Heng Samrin government in Phnom Penh. Prince Sihanouk added that the French government regarded him as the symbol of an independent Kampuchea and a key figure in the country's future. The French leader had requested the meeting with Prince Sihanouk because it was likely the question of Kampuchea would be discussed during the President's forthcoming visit ot Beijing.
