    Background: ANGRY SHOPKEEPERS IN LILLE LAST NIGHT (MONDAY) TRIED TO DISRUPT THE OFFICIAL OPENING BY FRENCH PRIME MINISTER, MAURICE COUVE DE MURVILLE, OF THE GOVERNMENT'S CAMPAIGN FOR THE APRIL 27 REFERENDUM. THE SHOPKEEPERS WERE PROTESTING AGAINST WHAT THEY REGARD AS EXCESSIVE NATIONAL INSURANCE AND HEALTH CONTRIBUTIONS.

    THE SHOPKEEPERS TRIED TO PREVENT THE GAULLIST MEETING FROM TAKING PLACE WHEN THEY WERE TOLD THE PRIME MINISTER WOULD NOT RECEIVE A DELEGATION.

    THEY PARKED CARS IN THE MIDDLE OF THE STREET IN AND AROUND THE MAIN SQUARE AND ASSEMBLED AT ONE END OF IT. POLICE MOVED IN AND DISPERSED THE MAIN BULK OF THE DEMONSTRATORS BEFORE M. COUVE DE MURVILLE ARRIVED.

    WHEN THE PRIME MINISTER ARRIVED HE WAS GREETED OUTSIDE THE MEETING HALL BY ABOUT 200 DEMONSTRATORS, BUT NO INCIDENTS WERE REPORTED.

    INSIDE, M. COUVE DE MURVILLE, SAID THOSE WHO VOTED 'NO' WANTED ONLY TO OPPOSE GENERAL DE GAULLE AND IF POSSIBLE, OVERTHROW HIM. HE SAID THE REFERENDUM -- ON SENATE AND REGIONAL REFORM -- WAS A STRICTLY TWO-SIDED AFFAIR.

    THE PRIME MINISTER ECHOED PRESIDENT DE GAULLE'S THREAT, MADE LAST THURSDAY, TO RESIGN IF THE REFERENDUM WENT AGAINST THE GOVERNMENT. HE SAID THAT FOR OPPONENTS OF THE GOVERNMENT THERE WAS JUST ONE QUESTION -- TO TAKE A STAND AGAINST DE GAULLE AND, IF POSSIBLE, OVERTHROW HIM.
