TRANSCRIPT: (SEQUENCE ONE): MR SON SANN: "I appeal to Vietnam to accept the propositions of ASEAN member countries, for the implementation of the UN resolutions and of the ICK declaration, in order to allow the Vietnamese people to receive the necessary economic and humanitarian aids, and to allow the Cambodian people to recovered peace in an independent and neutral Cambodia within its territorial integrity. I appeal to the People's Republic of China, by proposing to negotiate with Vietnam, as soon as the latter accepts to withdraw completely all its troops from Cambodia, thus removes at the same time any idea of Chinese threats through Cambodia. Moreover, China has assured that she will recognise the independence and neutrality of Cambodia and even that she will accept to guarantee this independence and neutrality with the UN particularly with other great powers."

It is true, that in Australia, when he was there, Mr Son Sann criticised me and attacked me but now he says that he will not attack me no more, so I think the problem is solved. But between my Khmer Rouge partners and myself there is still a problem, because I would like to break the current deadlock as far as the Kampuchean problem is concerned. I would like not to have a tripartite coalition but a coalition including Heng Samrin also in order to compel the Vietnamese and the Russians to accept the idea of general elections under United Nations supervision."

Background: In Tokyo, former Kampuchean Prime Minister, Son Sann, told a news conference, on June 9, that the withdrawal of Vietnamese troops from Kampuchea was a ploy aimed at diverting world opinion. Mr Son Sann appealed to Hanoi's communist regime to implement a United Nations resolution of a complete withdrawal. The Vietnamese, he said, had withdrawn 30 kilometres (20 miles) from Thailand's border but their forces were still occupying the country. Mr. Son Sann, leader of the non-communist Kampuchean National Liberation Front, is a member of the so-called Tripartite Kampuchean Resistance Coalition, with the communist Khmer Rouge and Prince Norodom Sihanouk as the other member. This coalition, headed by Prince Sihanouk, is still recognised by the United Nations as the legitimate government of Kampuchea, but four and a half years after Vietnam toppled the communist Khmer Rouge administration, international support declined. Prince Sihanouk, also a former Kampuchean Prime Minister, told reporters in Paris on June 10, that there were now no problems between him and Mr Son Sann. Mr Son Sann criticised Prince Sihanouk recently for his weak leadership. After visiting the former French President Valerie Giscard d'Estaing, Prince Sihanouk said, he would like to have a coalition including the present, Vietnamese backed Kampuchean ruler, Heng Samrin, in order to establish peace and general elections under United Nations supervision in Kampuchea.
