    Background: There was an enthusiastic reception for Raul Roa, Cuban Foreign Minister, when he addressed vast crowds in havana August 30 on the events at the meeting of OAS that led to his walkout. Banners were carried through the streets and on the sides of cars and lorries, joyfully asserting Cuba's "defeating" of Venezuela, and spelling out the letters of Roa's name.

    At the conference, the United States denounced as fantastic Fidel Castro's assertion that two United states jet fighters were standing by at an airfield in Guatemala to shoot the plane carrying Roa back from Costa Rica out of the skies. Roa abandoned his plans to travel by the Cubana plane and left on a regularly scheduled flight. In a speech made in Havana Sept.1, Raul Castro, brother of Fidel, declared that the Cuban people accept and are grateful for the Soviet pledge to defend Cuba. He defied the Organization of American States for condemning the Soviet offer, and denounced the Declaration of San Jose.
