Background: REPORTERS WERE BARRED FROM THE SMALL TOWN OF WAJIR (200 MILES NORTH OF NAIROBI) ON THURSDAY WHEN SIXTY DELEGATES FROM THE NORTHERN FRONTIER DISTRICT MET TO DISCUSS BRITAIN'S PROPOSAL TO MAKE A LARGE PART OF THE NFD THE SEVENTH REGION OF A NEW INDEPENDENT KENYA. THE PEOPLE OF THE NFD, PREDOMINANTLY SOMALI, ARE DEMANDING THE RIGHT TO SECEDE AND JOIN NEIGHBORING SOMALIA.

DELEGATES AT THE THREE-DAY CONFERENCE INCLUDED CHIEFS AND ELDERS FROM THE NFD'S SIX DISTRICTS, AND OFFICIALS AND LEADERS OF THE THREE MAIN SOMALI POLITICAL PARTIES WHICH DEMAND SECESSION.

FIVE MAIN SUBJECTS WERE TO BE DISCUSSED AT THE MEETING; PARTICIPATION IN KENYA'S FORTHCOMING GENERAL ELECTION; THE SPLITTING OF THE NFD WITH THE NEW NORTH EASTERN REGION BOUNDARY; CO-OPERATION WITH THE KENYA GOVERNOR AND GOVERNMENT; THE SECESSIONISTS FUTURE POLICY AND ACTION; A PROPOSED DELEGATION TO THE SOMALI GOVERNMENT.

THE ORGANISER OF THE CONFERENCE, MR. KHALIF, LEGISLATIVE COUNCILLOR FOR THE NORTHERN PROVINCE EAST, AND TWO OTHER LEADING POLITICIANS FORM THE NFD, MR. KHOLE KHOLLE AND MR. HASSAN, MET THAT DAY FOR A DISCUSSION AT THE LOCAL DISTRICT COMMISSIONER'S OFFICE. MR. KHALIF TOLD THE DC, MR. GOULDS, THAT SOMALIS IN THE NFD WERE UNANIMOUS IN THEIR WISH TO UNITE WITH THE PEOPLE OF SOMALIA.

HE SAID PROMISES OF ECONOMIC AND OTHER DEVELOPMENT WOULDN'T MAKE THE SLIGHTEST DIFFERENCE AS THE NFD SOMALIS WOULD RATHER BE DESTITUTE, ILLITERATE AND SICK AS CITIZENS OF THE SOMALI REPUBLIC THAN PROSPEROUS AND HEALTHY UNDER THE GOVERNMENT OF AN INDEPENDENT KENYA. MR. KHALIF SAID THE MEETING WOULD NOW DECIDE WHETHER SOMALIS SHOULD CONTINUE USING CONSTITUTIONAL MEANS TO GET WHAT THEY WANTED.
